Informational support of the «Antiplagiarism.SAC - innovations against fake theses» round table Project, customer The "PROPAGANDA" CCT provided informational support to the «Antiplagiarism.SAC - innovations against fake theses» round table, for the "FORECSYS" CJSC. Period of realization The project was realized by the "PROPAGANDA" CCT in July, 2007. Goals to achieve Informational occasion: signing of the Agreement «Of cooperation in the field of increasing the efficiency of the expert examination of attestation cases of seekers of academic degrees and academic ranks based on specialized informational and communication technologies». The agreement was signed by the Supreme Attestation Commission of the Ministry of education and science of Russia, the "Forecsys" CJSC, and the "Anti-Plagiarism" CJSC. The agreement initiated the use of the system «Antiplagiarism.SAC». The system will allow expert boards of the Supreme attestation commission of the Ministry of education and science of the Russian Federation (the SAC) to analyze the degree of the author's self-dependence in preparing the thesis, which will improve the efficiency and the objectivity of the expert opinion. PR goal • To inform the public about innovations in the activity of the Supreme Attestation Commission. • To promote the new system to institutes, universities, to the SAC board. • To strengthen the partnership with Russian educational insititurions and media, for the purposes of further future cooperation. • To confirm the advantage of the "Anti-Plagiarism" SAC system by Forecsys (in connection with the development and implementation of similar systems by its competitors). Project stages: brief description As the Agreement itself was rather of an "internal" importance for the project's participants, it was considered improper to use it as an independent informational occasion. The Agency specialists suggested that the form of the event should be changed, and it should be conducted as a round table, inviting potential users of the "Anti-Plagiarism.SAC" system and media representastives. The round table focused rather on the system putting into opertation, than on the Agreement signing as such. Within the project, the "PROPAGANDA" CCT realized the whole range of works for the round table organization and conducting, as well as supported the cooperation with the media and initiaation of publications relating to the matter. The Agency focused on developing the concept of the event, in order to make it topical and rich in content. The «PRОPAGANDА» CCT monitored mass media, in order to understand the sharpest issues of the branch and the matters most called-for by the media. Then, key issues of the round table were formulated. For accredited journalists, the Agency prepared a comprehensive press kit, in which analytic historic materials, facts of the Russian dissertation services market condition, speakers' citations, etc. were included. For the participants of the round table, a scenario of the event was elaborated, specifying the sequence of speeches and the scope of issues considered by each speaker. In the framework of the round table, a demonstration of the "Anti-Plagiarism" systen in operation took place, in order to show its practical use in reality, which gave the needed dynamics to the event. Project results 21 media were represented at the event, including the RBK, the "Novosti" Russian Informational Agency, "The Russian Gazette", "The Expert", "Moskovskiy Komsomolets", "Nezavisimaya Gazeta", etc. Following the event, there appeared 105 reports. Note* • The «Forecsys» CJSC® is a manufacturer of science intensive software based on its own intellectual technologies. • The «Anti-Plagiarism» CJSC has been established for the purposes of creating and promoting technologies in the Russian market, allowing to track the unauthorized use of text materials. • The two-level system of obtaining an academic degree has existed in Russia for over 70 years. First, the thesis is defended before a dissertation council, then the defence and the conferment of the cademic rank are approved by the SAC of Russia.
